Silent Hill PSX

I have an almost impossible time adjusting to the tank controls. Other games with tank controls I can deal with, but this one is too hard to adjust to, especially since the camera flips in retarded ways when I'm able to make a turn. The game is excellent aside from the tank controls though.

Why were there basically zero GTA clones that tried to copy the so-called 2D GTA games? I get that making something like Driver was more of a no-brainer with the consoles of the late 90's, but surely there was still a market for something with GTA1's arcadey look and feel?
