when do you actually pronounce the "y" in ょ? i see that for words like ちょう (町), you just pronounce it as chō, not chyō. BUT for words like きょうと (京都), you DO sound the "y" for the ょ. AND since we're here. when do you NOT sound the う??? is it only after there's an "o" sound that ya don't sound it?
