People have always cared about graphics, the difference is games didn't bloat their dev time by literal decades for them. OOT got delayed by less than a year to have its graphics updated.

There was never a time when people didn't care about graphics except maybe the days were people thought games peaked with ping pong and tetris and didn't expect more. By the 90s people were impressed and cared about graphics fully and the graphics developed quickly indeed (in turn you would have to keep buying newer computer tho). Nowadays the graphics have stalled for 15 years but more computing power is needed every year because there's zero optimization.
