Technically, according to their designer(s?) they're supposed to be generic pet-like quadrupedal mammals. Not dogs, not cats, not foxes, or rather not just those things but a mix of them. If they were ever supposed to be anything specifically, TPC and Game Freak are doing a terrible job at consistency. (For example, Eevees sniffing each other's butts in greeting like dogs as seen in the anime and Leafeon grooming itself like a cat in Scarlet & Violet) Personally, I like to consider them cats because most people consider them either dogs or foxes and I'm a contrarian (and a cat person). That and they just look like cats to me, especially with their short muzzles, sheathed claws, and dainty, sleek body shapes. I always thought eevee was some sort of elf-cat. Vaporeon could be a fish cat (you know, catfish), Jolteon could be a manx cat or bobcat, Flareon could be a Norwegian forest cat or some other kind of fluffy cat. Espeon is obviously a sphinx cat/nekomata, Umbreon is a black cat (hence its Japanese name "bracky" [black+lucky] because in Japan, black cats are considered lucky). I call Glaceon a "popcicat" and Leafeon "salad cat" (Leafeon also kinda looks like a Siamese cat). Sylveon is a ribbon cabbit. (Again, these are just what I personally see them as. You all are free to think of them as whatever you like, because technically we're all either wrong or we're all right depending on how you interpret the whole "generic quadrupedal mammals" thing.) Also, for those of you who say "foxes are cat software on dog hardware" have never seen how foxes actually behave. From the videos I've seen of fox behavior, they're basically just small dogs. Then again, maybe I just haven't seen enough videos of foxes.
