I think I now realize why I'm so disenchanted with modern Pokemon. It became corporate as fuck.
Back when Tajiri and Sugimori were in charge, Pokemon was a true passion project they were pushing foward out of a genuine desire of getting their idea outside.
Now it's just a bunch of corpos, soulless art and scheduled released to meet a quota.

OP, it was ALWAYS corporate as fuck. The only reason Pokemon even got off the ground was not because of its (dogshit, buggy, unfinished) gameplay, it was because of the mass marketing push. The commercials for Gen 1 are far more memorable than the games themselves.

...Pokemon was quite literally the biggest, most inescapable consumerist fad of all time. Are we seriously acting like Pokemania wasn't an orgy of corporate money-printing?
The only time Pokemon ever truly resembled a passion project was gens 3-5. Pokemania was over, Masuda was in the director's chair and at least tried to have a vision for the IP beyond selling plushies, and the spinoffs were at their peak. And even back then, the anime was still the definition of assembly-line slop, so it wasn't all sunshine and roses. The harsh truth is that if you're looking for an actual passion project, you'll have better luck with Digimon.

This is the end result of a creator's work becoming too big to manage. When it was just a few guys at GameFreak finally getting Red/Green out the door, it was okay to simply do things on your own because it was fun and the initial success motivated them. Once you start to expand to other avenues, eventually you realize that you now have a franchise and you now need a businessman to manage each part of it, the games, the TCG, the anime, the merchandise, and so on. Eventually, these businessmen started to make the decisions for the creator and now you have to have a Grass/Fire/Water starter every gen, you have to keep the games simple or in some cases, simplify them even more than they already were, and even down to the designs of the monsters that are presented, too much detail, bad. Too scary, bad. Too straightforward, bad. Too similar to a fan's work, scrap it. And whichever monster the businessmen want to push, that's the monster you will see, even if the public rejects it. They also dictate what you can and cannot do, pic related being a legitimate mandate until even Japan told them to cut it out and by then, the actual win had no impact, never mind the actual retirement of the character.When everything else eclipses the original source of the entire foundation, they can also dictate what that source can and can't do. They want a new set of games, they will get it. They want yearly games, they will get it. They want the initial mascot of the anime to return, he will be back front and center. Businessmen run this IP, and will continue to do so.tl;dr Pokemon became corporate on the date of April 23rd, 1998. It only became more apparent once the franchise grew bigger and bigger.

Someone said it above, but I think this is just the result of Pokemon not being steered by a passionate, ambitious group (or individual). At this point, everyone who worked on Red/Green must have retired, moved on, or been promoted to a hands-off role, no?
For Gen 1 it was Tajiri and Sugimori creating basically doujinsoft with some pals based on some manga they had kicked around, passion in an environment like that is naturally going to bloom. It was Tajiri's strong vision for what the game's world would be and would not be that set the tone, and even for the media blitz that followed, the partner companies employed equally passionate people: think Shudo helming the anime, or even Ishihara and the TCG.
After Masuda took over, the franchise definitely changed, but he was an uncompromising director early on, barely completing RS and DP in time to ship because his teams wanted so many features, and just couldn't help themselves from trying things. He had a real vision for Pokemon as a setting, and not just as a franchise, and even if you disliked his vision, it's inarguable that the games he made pushed the series forward, and you could feel that they were stories written by people who believed in them. The trove of lore from the Terraleak is proof enough of this passion. And I think Masuda's passion rubbed off on other teams, think about Emerald and HGSS also going out of their way to stuff new things in. Ohmori, for all his faults and how bad his games are, also seemed to be affected by this early on. I don't think he's a great director, but I also don't think the major failures of Switch Pokemon are entirely on him.
But other than that, who's left? Masuda was pushed aside to rot with Tajiri, Sugimori essentially does nothing, Ishihara never had the same passion for Pokemon the world and remains, as ever, a salesman. Turner? Forced out.
The truth is, unless something happens that forces a shakeup, Pokemon will be bland, safe, and sterile, until someone steps up.

Gen II literally got thrown out and restarted halfway in and had to have Iwata step in to save them from themselves. Like did you ever stop and think about how not the character designer, not the battle designer and not even the lead programmer but THE FUCKING MUSICIAN ended up in charge of the franchise? Because he was the only one in the group who ever got his shit done on time and had any semblance of foresight.

Even though I agree, you can hardly blame them. Pokémon took THE WORLD by storm; their choice in the late 90's was to ride the wave or get fucked by it.
Pokémon gen 1 and 2 were kind of designed side-by-side; not literally but I mean that gen 2 simply allowed them to use content they couldn't fit into gen 1. RG had a lot of chances to refine themselves but GSC only had Crystal, and around that time it's obvious they didn't really know what to do. As a result, it ended up crystallising around gen 4 into what it is now: a static world without real troubles where everyone is obsessed with Pokémon and only Pokémon 24/7, and Pokémon are just super animals that replace animals entirely and are also super common. The world isn't mysterious or fun anymore, and the only thing they have to draw people back in is nostalgia or puerile novelty. What people really want is a WORLD to escape into, not an amusement park.
