It takes a ridiculously long time in gen 3 (emerald) to
>breed pokemon
>ev train pokemon
>level up pokemon
>get items from battle frontier
>get any kind of legendary with at least a good nature
if you're not using cheats and glitches out the ass, and ivs are completely out the window without heavy cheating or external resources. and if you look anything up at all the answer is always

Just learn RNG manipulation

1. Who cares
2. Gamefreak have actively worked to QoL all of this grind out of existence, it's pretty obvious they weren't really expecting people to optimize mons for comp until gen 6ish
