It wasn't that limited in the west, unless you lived in extremely rural areas. I found out from a gaming forum. You had gamefaqs, forums, and a even rudimentary searches.

I don’t think you were supposed to “figure it out.” It was supposed to be a secret a number of players would stumble upon accidentally, and then share with each other, like Feebas or Chimecho.

In 2002 I would regularly go online to look up information about games. For Pokemon, the go-to place was Pojo, which had all sorts of walkthroughs, tips, egg move information, and the like. I never considered my level of internet access as something unusual or rare.

Not having a full team by the second gym is not that tall an ask.
That being said, it is not like you were supposed to figure it out on your own. Connecting with other people is how you were supposed to play the games. All it takes is one kid getting one by accident and telling a friend.

I remember figuring out Golem evolved from Graveller and being chastised by my peers for being full of shit, because it was just a theory and I had no way to prove it.It was only when the Fossil expansion of the TCG came out and gave us definitive proof that Golem was Graveller's evolution that I was vindicated.
