Why are stage 5 bosses generally as or more popular than final bosses?

Sakuya, Youmu, Reisen and Sanae are all playable characters. Seija has a spin off game. Orin, Shou, maybe Futo, maybe Clownpiece, Satono and Mai and Mayumi are all overshadowed by the stage six boss from their games. Megumu and Toyohime I don't know.
Seems about even maybe leans a little towards stage 5.

The stage 5 boss are generally the right-hand women who actually get shit done, while the stage 6 bosses are homebody schemers.
Since the stage 5 bosses get their hands dirty and get shit done, they are easier to include in fan works, and any time the stage 6 boss appear, the stage 5 boss is also likely to appear. And characters that appear more often will appear to be more popular.

Stage 5s are usually on a similar circumstance as the protagonist too.
They are not the guy orchastrating the whole incident, but they are strong and loyal characters who care about the person who is causing the incident.

Stage 5 bosses exist to be bullied by other stage 5 bosses. I wish the post-MoF games didn't buck the trend of making them playable heroines in the next games.
