Cut off the root
Make a slit about an inch long in the root end all the way through
Pull it apart in half
Wash it
Wash it again
Wash it some more
Cut up the white part and yellow part
Put them in a bowl and wash them one more time
Put the green parts back in the bag and freeze them, they're only good for making stock
Use them along with, or in place of, onions, they're not typically eaten raw
