There is some truth to the idea of brown people bringing loud bluetooth speakers around everywhere as a show of dominance, in that they actually WANT someone to speak up or confront them so they have an excuse to chimp.
But a lot of the time especially when they're in their house, they either don't think anyone has any right to be upset (because they're in their own house) or they believe everyone around them should just deal with it. A lot of the time they grew up in an environment where silence was rare and there was ALWAYS someone playing loud music, honking traffic, yelling/screaming, sirens, loud television, dogs barking etc. As such they're used to the background noise.To a lesser extent some people who do things like this genuinely believe they're enriching the lives of the people around them by playing "good music" for everyone to hear.

these days i just take advantage of dumb neighbors. if they're the type to listen to loud music, great, that means i can do it too. exercising in my homegym just feels 100 times better with my JBL speakers. it helps that i primarily listen to rock and metal music, which current generations are too pussy for.

Check the laws first, but you could try calling the cops when the music is playing and when you know it'll likely continue playing over the next few hours. Also get video evidence with the sound being played. Worked for me after a few tries and fines(for my neighbor.) they went in there and scared the living shit out of him with all the yelling and ordering to turn it off at the last call up, I used to look down on cops but their help here changed my outlook on them and I'll never forget that
Far better that they do the intimidation with the law behind them than me possibly becoming guilty instead for harassment or worse if it devolves into fistfighting
