i think they just mean that they dont have a problem with it so they probably want to go. otherwise they wouldnt say that they dont care! they would just find an excuse to say no

They're dumping the question back on you. Depending on how much you want their company, you are equally free to say "OK. Let's try [restaurant]" or "OK We'll forget about it."

It means they want to go somewhere with you at some time, but they don't care if it's lunch, dinner, or some other sort of date.

or
"Today we're going to Spagos. Grab your coat"
it takes the responsibility off them, leaving them more inclined to follow along rather than put up a big orchestrated objection
