Idk if I should report him to hr or if I’m being dramatic, everyone calls him “weirdo _____” and brush off his behavior to his weirdness. I’m the only girl who he does this to, like he genuinely dgaf about my other female coworkers

First, don't take what he's doing too personally, he's probably a mid-functioning sperg who never got a taste of a real relationship and doesn't know how to act around women. But you do need to let him down gently and let him know that you are not interested in him (or any other coworker, even if that's a lie). Don't report him or anything like that.
In the meantime look for a better paying job or a guy to take care of you and pump you with babies. You can probably score an established six figure earner in his 30s if you're not a bitch and not fat (even if you think you're "ugly")

Honestly, I've seen these kinds of men ignore rejections and decide to push it further.
As in, she says "sorry i'm not interested" or whatever and in return he decides to start touching her (poking, purposely standing in her way, attempting to hug, etc.) when he wasn't before the rejection. He then starts trying to figure out where she goes outside of work without her noticing. It's covert and creepy, and they have enough self-awareness to know they're gonna get in trouble if they aren't sneaky.
This one is a bit hard to discern because it could be innocuous, or a situation like I described above which is unfortunately much more common than people think. I would keep tabs on his behavior or hard quit your job if you can afford it. HR and managers love to downplay scenarios like this.
