I feel like the biggest problem for Luffy in this matchup is gonna be stamina. Luffy can only stay in Gear 5 for so long, and he needs food to eat or else he's just a sitting duck. He could do the heart restart thing he did against Kaido, but he only did that once and I doubt he could do it over and over again in a single fight. Meanwhile Naruto, fought an entire war for 2 days straight with hundreds of shadow clones on each battlefront while donating his chakra to tens of thousands of people, and yet he was still going toe to toe with Obito and Madara. His fight with Sasuke also lasted Morning to Evening. Luffy's only saving grace is having more consistent FTL speed scaling and internal destruction, which could land him some pretty good hits. But he needs Gear 5 to get around Naruto's more destructive attacks, and once that time limit runs out, he's cooked.

People forget how busted advanced haki is because its usually done against other other haki users. Luffy has future sight, and will probably be given FTL thanks to his fight with Kizaru. It's questionable if Naruto could even hit him. With advanced armament, it penetrates targets unless there is an opposing force to counter it. Against a person with no defense against it, it goes into the body and starts tearing apart organs. A punch to the head liquifies the brain, hit the abdomen and his organs burst like a pinata, and anywhere has the bones and tissue in that area torn apart. Also a strong enough Conqueror's would likely be enough to pop shadow clones, which is more than half of Naruto's arsenal gone.

Naruto's clones retain his attack potency and do not need any self preservation. He can make thousands of them. Just one clone, which the fandom praised as "dat clone" in the war arc, had its own adventure fighting some of the strongest enemies in the verse before dissipating of its own accord. They can just turn into the terrain and ambush you. They can disguise themselves as a throwing weapon, be dodged, and switch back to being a human to throw a giant rasenshuriken at you. He can layer this bullshit without end. Luffy is literally not built for this.
