Boy it was active today. First off, toddlercon and shotacon are distinctly separate with the only possible overlap being preschoolers (ceiling of toddlercon, floor of shotacon). For the most part, shotacon works cover boys from preschool to end of (Japanese) middle school, which would be 9th grade in the US. That's obviously a wide range, so the works tend to be very diverse. Also, muscle shota is very much a thing and has been for decades, with a lot of the current styles seen today being codified in the mid-00s with artists like Tsukumo Gou. Muscle shota is quite common and popular among gay shotacon artist and helped expand the content out of the traditional female-driven scene formed in the late 80s that tended to mirror a lot of old school yaoi styles.While it is true that Yuji Shiba no longer makes non-muscle shota content when he does do shota content these days, he is still doing it. Furthermore, he's shoving it into the endings of his most popular/mainstream works (Naruto and Kazuma). For someone who allegedly doesn't like shota or only did it to get his foot in the door (which sounds like total BS to me, the shota market is nothing compared to the hot new hunk bara scene of the 10s), then why is he using hunk bara works to Trojan horse shota? That doesn't make any sense if he was trying to move away from his roots for broader appeal. Instead, that's what you do if you want to rope in the wider public and get them to digest your more niche shit by holding back until they are 30+ minutes into an animation when you spring it on them without warning.
