How the hell do people make edits like this? Can it really be done with some accessible software? Or is some high tech expensive shit? I'm envious honestly lmao.

remember when you were a kid and would cut out magazines to make collages?
These sort of videos are pretty much the same, except your cutouts move or you can make them move
"rotoscoping" and "masking", you can search videos on these to get a better idea of what they do
with rotoscoping you're making a cutout of something that moves, the software makes most of the work and you add fine tunes, it's good to make cutouts of people
with masking it's like you're holding the scissors, you see those square frames at around 00:21? It's like each frame there's a new cutout of the same footage with different borderseffects can also be added to cutouts, at the very beginning at 00:02 for example
each time they use a cutout of them sitting, they add a mosaic effect which lowers strength as the frames go by
and because they're cutouts, whoever is editing can add anything they want as a background
as you can see in the video it's the following camera angle of them sitting downtext can be added freely by pretty much any decent video editing software
you should be able to do all that and much more on the free version of DaVinci Resolve
I haven't used it myself but I only heard good things about it and I've been thinking of switching too
if all you want to do is make some edits and have fun with it (the based approach), it should easily be more than enough

Um, I don't know what that other anon is talking about but most video editing software can do this sort of txing.
the og is adobe after effects, if you learn that you can do anything.
to me the hard part about the picrel clip is the time it takes to actually find and collect all of the footage.
