What Paradox game should I play if I just want to engage in imperialism and making buffer states? Victoria?

Certain mods to Darkest Hour (as long as they use the detailed map) are close second.

It has a lot of limits. Diplo system is so unpredictable they let you get achievements without playing ironman because you can never tell if the british empire will side with one adrican village you are trying to puppet
Anyway you should wait a few months, they let a lot of modders from victoria 2 in this year that are adding a lot of good content.
