as the other's have somewhat explained, that's not what happened.
It was just a small branch of the old world american government that made the F.E.V., and it's original creation was essentially by accident from different research, but the military pushed it because they thought "supersoldier."
They always thought the bombs would land, and they did, and the Enclave was just a self-chosen elite of the old-world american government that figured they would survive it and rule the world afterwards. The whole "nuclear wasteland for 200 years" is just the mistake that everyone makes because they dont' know about the F.E.V.. The radiation of 200 years is not really the problem, it's just the F.E.V in everything. The entire wasteland are F.E.V. mutations. They're all effectively 0.1% supermutie even when they look human.The Enclave in FO2 were just trying to fix the F.E.V. problem so they could actually have the "reset-to-normal earth" they always expected to have after the bombs. The modified F.E.V. they worked on in FO2 was just a design to kill all the "F.E.V. affected" and "fix" the problem.
