They're RACIST (see: like everyone else in TES) against Elves. They aren't any more racist than the likes of the Dunmer or the Argonians. Non-nords hold many high profile and high influence positions in the city.There's literally just a refugee slum (because of a massive sudden influx of refugees) and Argonians don't come into the city, because fucking obviously these two races that hate each other would tear one another apart.
