Looking more into it, they don't call tsugaru, tsugaru.Beatmania Tsugaru's name is written in Kanji or her full name as Hishimiya Tsugaru. But Tsugaru in Busou and bombergirl is only written in katakana as ツガル or just Tsugaru. So for the beatmania outfit, it's not ツガル (Tsugaru)'s outfit, it's 菱宮津軽 (Hishimiya Tsugaru)'s outfit.
