Yeah, a genuine issue with Hyrule Warriors is that due to how unique every character is, some characters will just end up shit.
Agatha's issue is that the devs clearly liked giving her cute animations and forgot to make her moves actually hit things. Meanwhile (Master Sword) Link and Ganondorf can clear whole screens by sneezing.
