Yeah it's great and it's one of my personal favorite RPGs, the world/lore and soundtrack especially are awesome. That being said there are definitely some major flaws like combat being incredibly basic, the lack of content to do in the open world and also certain skills being basically useless. I also didn't like how energy weapon builds completely outclass their small gun counterparts in the late game, thankfully Fallout 2 solved this by adding the Gauss rifle/pistols.

It's not a terrible game but it's flaws become very apparent after one playthrough. Lots of content was cut and many skills and perks are functionally useless. This is because the game was originally designed around the GURPS system, but I think Interplay lost the license to it mid-development, so they had to make an entirely new RPG system from scratch, hence SPECIAL. Personally I really like how grim the game feels compared to latter entries, and Fallout 2 completely leaning towards crass sex jokes and pop-culture references almost makes the game unplayable for me. People blame FNV or Fallout 4 for where the series became Reddit, but it all started in Fallout 2.

I think aside from countless pop culture references, the biggest issue with the sequel to Fallout was that it was set almost 200 years after the bombs fell and all the future games thereafter are jumping forward in timeline even further. Fallout 1 has a great, bleak atmosphere and humanity is still recovering from the bombs. We should've had games with different stories set in this timeframe where there's still hostile environment because playing a post apo title set like 200+ years after the whatever incident where people already built societies and learned how to live like it's no big deal anymore isn't all that interesting in my perspective.
