You can't make a game world out of "open world" without an actual game that can stand apart from the open world, it is an interstitial fabric for an actual game to pad itself out with.
Like you could have a boss rush game with a level select, or you could ride a horse from location to location.
If the large world isn't meant to be interstitial fabric, the scope suits the development team and, there is actual structure, then you just have a Metroid style game, which most people don't think of as open world.
In theory you can have a Metroid game with an open world interstitial fabric that isn't the game world, like for instance you just ride a motorbike through a desert to get from game world to game world, but that sounds kind of dumb and I don't think anyone would do that.Anyone trying to make the open world BE the game world without a separate game world just doesn't have an interesting game idea to explore or is relying on the fact that so much of it can be thrown together last minute, so that they can overpromise and still deliver when they are pressed for time.
