If you're in that area already, go up north to Predil/Predel pass and drive down the Soča valley to enjoy some nice driving roads. September is kinda high season but still should be a bit quieter than July/August. You won't need any vignette for that. Stop by Piran, it's worth to stroll around the city. You can get some amazing food at Fritolin. In Croatia, go island hopping, it's really worth it imho. From Pula, you can go to Cres then to Krk and back to mainland via the Krk bridge for example. Also Split - Stari Grad on Hvar and then to Sućuraj-Drvenik ferry comes to mind.In my opinion Albania is worth it if you visit Gjirokaster and Krujë. Krujë is closer to your route, while Gjirokaster is around 3-4 hour drive to the south.Stop by at Portiku in Durrës for some decent food. You have a cool Air Force and Army museum close to Tirana if you're into that sort of stuff. If you decide to go down to Gjirokaster, stop by at Taverna Mouzaki for delicious local food.
