It's quite a boring city. Turkey ass (colitas de pavo) is the local delicacy, served on tortas (sandwiches made with bolillo buns). There are frequent smells of sewage and plenty of abandoned buildings full of trash. Hardly anybody is having fun on the streets, but nobody is out looking for trouble either (at least in the downtown area). People will stare at you as a foreigner, but they won't bother you. The cheapest hotels are fucking awful, but when I visited there were a couple places in the $15/night range that were halfway decent. One advantage of Juarez is that it is right across from El Paso, which has the Greyhound & Amtrak stations downtown - and arguably is even more boring than Juarez. CDJ also has many buses heading farther south into Mexico, so if you are traveling overland to get away from the winter cold this time of year, it's an okay place to start. The downtown pedestrian plazas are decent, but only when compared to the utterly hideous architecture of the rest of the city.It's common knowledge: Tijuana has the worst people in Mexico, and Juarez is the ugliest city in Mexico. It gets surprisingly fucking cold and windy in the winter months, while being a torrid hell in summer.
