Magic belongs to the divine, the spiritual, not to mankind. Gods, faeries, demons, spirits, all of these have magic, often within a narrow focus. A human with such an entity for one parent may become either a demigod warrior, trickster or, with immense time and effort, a wizard capable of divining some glimpse of the future and a spell or two, but no more.

I think magic should be somewhat like high level "science." Even if say most people could do magic, most are limited due to rarely if ever learning due to how hard and how long it takes to get to a point where results can be shown. Often only nobles or people who show talent get the time and money to spend training to get to the point they can even learn to cast a spell let alone afford the material or tutors for said spells. This isn't a simple read a spellbook 50 times and maybe you learn to cast said spell. You have to learn how to control your own mana and how to use it to cast said spells without killing yourself and others. Which is rare to do on your own, often driving people mad, or looking for shortcuts which often causes witches and warlocks. (given magic and spells/abilities by another power often demons though fae and dragons have been willing to make pacts at times too.)It's less something everyone just knows requires people to learn and feel for themselves to get said power. Also limit said powers to something reasonable. Not like "power word Kill" or "resurrection." More of simple spells and often stuff to make things easier. (Some people might use magic in their trade and most people don't noticed. Think like "folk spells" in Frieren.

>how harsh are its consequences
>how widespread or focused its scope is
>how dependant on outside or internal forces it is

It depends on the game, of course, and especially the game system.In a classless system, it usually makes sense to have a full spectrum - some people don't know any magic, some can cast a spell or two, some know a handful of spells pretty well that they use exclusively to help their other skills, some people are proper hybrids (e.g. spellblade), and some people go full primary spellcaster.You can always gate spellcasting behind a single Trait/Feat/Background/whatever, but I personally think that shit is counter to classless.With classes it tends to make more sense for magic to be all-or-nothing, though there's still room for hybrid classes.

Anyone can do small energy bursts and such, some can even do strong energy bursts or pulls, but only the educated can convert mana into something else, shape it into complex shapes, give it color/temperature/sound, etc.
