Isn't this basically a minor league? It's not unusual to see independent clubs in them.

USLs trying to muscle in on that D1 spot without the money to make it happen, my guess is these clubs are hedging there bets it'll go under after trying to compete with MLS and joined so they'd still have a home after the smoke clears.
