Natural selection isn't the same as sexual selection. Men with small dicks can typically reproduce just fine so dick size has never had any need to become excessively large. Too big would be a problem, could hurt the woman or be socially embarrassing if you just have your dick hanging out. There's many diverse factors that women select for and dick size has probably only become one of the more important ones in modernity with hook-up culture.
