Will there ever be a base or a small city on Mars?

Some country will do it for propaganda reasons, but there's not really anything of value on Mars to make it worthwhile putting humans there. Venus, the moon, and various outer planets' moons are much more interesting.

I can't see it ever getting big unless if the population on earth gets really big. There's nothing on Mars and if they want some kind of human backup location then the moon makes a lot more sense

Yes there will be a city on Mars in 2050 with a population of about 1,000,000

Could go a lot faster if those underground caves are real, or else there are other alien life forms in there (besides us) and we can knock on their door. We are probably going to have a decent amount of those humanoid robots at 2030, so you just start flying those suckers down there and get them to just compulsively build and build using solar panels to charge up, maybe 2050. I should be old enough to not care about my life so will beg to go there.

prison.
the useful base will be on Deimos but the Martian mainland is only good for dumping people unuseful for the Solar System.

Not in this century (if ever), it's freezing, toxic, irradiated, has less sun energy than Earth.
Scientists will tell you that everything is there to survive, but only just, and all you will do is barely survive.
I'm a SciFi nut, but until we can sort out (if ever) anti-gravity and or warp drives, then it's pointless trying to get the general public into space.
Explorers only...

Not a chance in hell, at least not if its up to earthlings to do it. Maintaining a stable supply pipeline from earth to mars would take centuries just to put in place, as well as deplete earth resources.
The Moon, maybe. But mars would require enslaving most of earth's population in perpetuity to divert enough resources to the centuries long megaproject, which has zero foreseeable ROI, and its maintenance.

Mars belongs to robots and synthetic beings

Put robots on Mars and use mind transfer technology to inhabit them. Much easier than going to Mars physically. If you combine something like neuralink with sedating the body you can have like an occulus rift directly in your brain. You can do FDVR and also inhabit robots and direct them with your mind.

Elon said so, so it must be happening. Two more weeks. The new roadster will be able to take you to mars.
