You can, but it needs to be somewhat strategic. For example develop a method to scale the work of replicating things, so that we don't have to do meticulous slow replication work. If you can do that, you have a very solid very fundable PhD.

Depends on how cutting edge the research is.
You'd need just as much funding as they did unless you figure out a way to make it satisfactorily equivalent to the original paper on a budget
