nasa doesnt care, their funding wont be effected by the civilian market. However, SpaceX is definitely afraid, because they rely on the idea of future commercial travel to other planets, which means that they could lose funding if Germany does it better.

Europe has been doing commercial launches for a long time. The only thing significant about this launch is that they didn't bother hauling everything to French Guiana first. It's basically a question of it the extra boost from being near the equator can be offset by the lower cost of launching from Germany. For smaller payload and certain specialized orbits, Germany might be competitive but for the most part, French Guiana will continue to be Europe's primary route to space.

Realistically there are only a few locations in Europe for launches: - from the sea, with a launcher on a platform or ship - from the north (Andøya, Esrange, Saxavord, etc.) - from some island, like the Azores, in the middle of nowhere.However, I think the big focus on launch locations is missing the mark. After developing a rocket and everything, putting it on a boat and shipping it to Guiana is no big deal. I could see it as a limitation only for really big rockets, but you can just buy a bigger ship or ship it in parts. Every major European launch startup, Isar included, has rights to one of the commercial launchpads in Guiana and will launch from there too.
