An unpowered vacuum siphon (say from sucking water/fuel up a hose) can only be used to maintain a constant outflow if the output is lower than the input.If using a pump or a powered vacuum source, powered by, say, a water wheel as indicated in your diagram, you could raise the output above the input, but your losses to the environment mean you'll eventually run out of power to maintain the pumping/vacuum (assuming, generously, the water wheel generates enough power in the first place).
