Idk what you mean. If the vacuum siphon is bringing water upwards, that requires energy. You think you can just magically bring water up? If the entire white space is a vacuum, then there's nothing pushing the water up. If the top is a vacuum and the bottom has air pressure, then the top right cup wouldn't have water flow downwards cause that's against the pressure.

An unpowered vacuum siphon (say from sucking water/fuel up a hose) can only be used to maintain a constant outflow if the output is lower than the input.If using a pump or a powered vacuum source, powered by, say, a water wheel as indicated in your diagram, you could raise the output above the input, but your losses to the environment mean you'll eventually run out of power to maintain the pumping/vacuum (assuming, generously, the water wheel generates enough power in the first place).
