I got exposed to a 180 mW 532 nm Nd-YAG laser light scattered off a surface for a duration of 0.25 seconds. I saw a scotoma in both my eyes in the centre, that disappeared after a few seconds. Are my retinas permanently fried?

Yes, that's way above damage thresholds. Go see a doctor, and wear laser goggles next time.

if it disappeared after a few seconds, probably not
but you could go to the doctor or just optometrist, they should be able to see retina damage unless it's extremely minor
