The study ran out of funding when the test subjects were 25. It's likely that the brain keeps developing. You'll need a different metric for maturity. But that doesn't mean maturity as a concept should be abandoned, obviously.

The brain is constantly changing as new information is acquired, new habits are formed, and old ways are discontinued. The concept of a "fully developed brain" is somewhat arbitrary and there is no hard cutoff.

On his 12th birthday, a male ceases to be a boy.
And on his 24th birthday, a male ceases to be a minor.
For females, multiply those birthdays by 7/8.
Thus on her 21st birthday, a female ceases to be a minor.
And on her 10.5th birthday, a female ceases to be a girl (because that's when she starts to menstruate).
In conclusion, 24 or 21; not 25.
