A cheap telescope is enough to see the ring and possibly cassini division. It won't be as big and clear as your pic but you can definitely see it has a ring around it.

If you just want to see Saturn and not any of the details, you can literally do it with just your eyes and no equipment at all.

really helps to live in a darker area. I had a shitty 10" and on clear nights could see moon around jupiter and clearly see Saturn's rings (small, but clear)

Not SUPER cheap, but Saturn is famous as a planet that makes people with an amateur interest in astronomy very fascinated early on with their telescopes, cursing them to forever spend ungodly amounts of time and money on astrophotography.

when it is in the sky I can see it with my bare eyes, or strong binoculars. I can see the rings with any decent telescope 60mm or larger.

I live at high northern latitude so Saturn has always been low in the sky during the 10 years I've owned a telescope so I've never gotten a clear view of it thanks to turbulence in the atmosphere so I'm looking forward to 7 years from now when it reaches its highest northern point above the celestial equator.
I've seen the rings though and Saturn's shadow on it.
