OK. How I would fix it (Will cost trillions)
Large satellites: fire rockets on parabolic trajectories that have retro rockets on board. Rendezvous with large satellites at the apogee of flight, attach retro rockets, ignite them to deorbit.
Medium debris: Fire a rocket into orbit with a balloon interior. The Balloon interior inflates as it approaches LEO. The inflation material is kind of like Elephant toothpaste mixed with a hardening epoxy resin. When the balloon is fully inflated it will capture hyper sonic debris about the size of nuts and bolts.
Small debris: launch rockets with kevlar and/or aerogel mesh that will filter very small particles from the atmosphere.

It simply isn't a problem. In low orbits, debris decays rapidly, and in high orbits, there's so much more space that debris is spread out to the point of being a non-issue
Kessler Syndrome is just a sci-fi thing, it's not real.

Why would you want to fix it? Do you really want the stars becoming colonized by the Human locusts? Every inhabitable planet would be turned into yet another seething shithole. Unless you are utterly naive or completely retarded you know this is exactly what would happen. What humans would do among the stars would make the 6th mass extinction event look like a child squashing a few ants.

Now Kessler syndrome does assume that everything goes around the world at a constant altitude but if impacts are happening then it would mean that some debris would go upward and downward and wouldn't that mean that they would be in less stable orbits?

this. It's mostly a meme. Stop making little pussy-ass tin can rockets/satellites, throw some serious armor on and spacecraft can take bigger debris hits.All "Kessler syndrome" really does is raise the barrier to entry for rocketry; only very large debris needs to be deoribted/fragmented while smaller debris in the centimeter range is armor skill issues.
