Khrunichev shut down the Proton production line back in 2022, but they still had 14 unflown boosters left in stock. They had planed to have launched all of them by now, but Russia just doesn't have that many payloads that need rides to geostationary orbit.

I have to say I'm mildly surprised Ariane 6 has had one of the smoother beginning of career between the various new LV of the past couple years, they're about to demonstrate the "operational" launch campaign duration of 1 month between launcher delivery at Kourou and launch, and seem on good track to have 2 launches before the end of the year, "beating" H3/Vulcan/NG/Starship this year in succesful launches.
