I can already think of a couple of workarounds.
Linking external sites, even if links were banned, you could just change the url up a bit and work around it. You could also convert illegal images to ascii form.

You could still make terrorist threats without images. You could still leak classified government documents without images. You could still doxx without images.
It's a cool idea but if I was put in 4chan jail, I would immediately be looking for ways to break rules.

It would have to only apply to temporarily banned users. Anyone who posts something illegal shouldn't be able to post anywhere.

Only downside is people will actively post this in an attempt to get banned on purpose just so they can post on /jail/. But this could work only if its for people serving a 3 day ban and only if they arent fresh ips to weed out vpn spammers

This sounds like a fune idea for April's fools. It might need some tweaking (like, all users get jailed upon posting, or more and more users get jailed per hour until all users are in jail, or users are split between jannies and the criminals they have to ban for petty crimes).
