Just have some chocolate handy and slip some into your hand anytime their dog starts licking you. Kneel down and discretely put some chocolate into the dog's mouth while the owner is distracted. There's usually a 2-12 hour window before the dog starts showing symptoms, absolving you of responsibility based on plausible deniability, if the owner even remembers you. You're really approaching this from the wrong angle, but that's to be expected, because you are brown.

I don't, but yesterday my dog and another were playing and sniffing each other (both on leads) right next to a bench and it was really annoying a fat woman with an attitude. It was almost arousing to see her get progressively more irritated with me and the other dog owner. Her impotent seethe roused me to tumescence.

I don't mind if the dog is peaceful it's the ones that come charging towards you while barking that I don't like and when that happens most of the time you can see how the owner is struggling to hold their dog back and how they just don't have it under control. But even those cases tend to resolve themselves because these are the kinds of people who surrender their dogs to a shelter within 6 months of having them because they realize a dog is too much work for them
