US laws dont allow independent fog light operation without headlights being on
I remember rewiring my mitsubishi so i could have fog lights on only and some cop actually gave me a ticket for improper light operation.
ive rented some newer vehicles that allow fog lights to be on without headlights so idk what changed.i guess the better questions is who uses selective yellow in your foglights like you're supposed to

I leave my headlights and fog lights on all the time to increase the likelihood others see me coming. I do have the normal warm frequency headlights, not the glaring bluish ones like this chode here.

I like them on when I'm merging or travelling on the highway. They alternate with my high beams and blind the fuck out of the retards in front of me. It usually gets them out of the way quicker.
