IJ is going to damaged (losing the Fatum-01) by SF during its rampage which why it gets repair as Spec 2 we see in GSF. The entire SF theft incident is what causes Orb, ZAFT and AF to officially ban the usage of NJC-based suits. This what led to tune-down versions (Rising Freedom and Immortal Justice) with limited endurance and firepower to be assign to COMPASS. The Proud Defender was designed as a "trump card" against an aggressor NJC-powered suit namely a SF-clone (like the Cal-re.A). This why the Cal-Re.A was completely helpless against Mighty Strike Freedom Gundam.
