There's honestly a lot of individual characters I can remember fondly throughout the series (Serizawa, the shitheel advertising exec in King Kong vs., Akane from Against Mechagodzilla, the ex-IJA guy from vs. Ghidorah, Don Frye among others) they're usually surrounded by characters I can't remember much about.

haruo's arc was pretty meh, which is disappointing because his arc from someone who's entire raison d'etre is the annahilation of goji to finally accepting how his will to annahilate goji was of resentment and nothing elsehe had so much potential.
