After some time away you will want to do a structural edit.If you don't know what a structural edit is look it up. In short you want to look at the story overall. The plot and scene structure, the pacing, if there are any time line issues. Stuff like that. This is the most major edit and can lead to the most drastic changes from one draft to the next.Next up is line editing. You will want to go through each scene line by line and polish every bit of prose to be as good as you can possibly make them.Lastly you will want to proof read every iota of your manuscript. Look for any mistakes with spelling, grammar, typos, and other such things.Alternatively you can seek feed back both before, during, and after your editing process.After 3 major drafts doing that editing your book is basically done unless you are willing to send it to a professional editor on your own personal dime.If not you should decide if you are going to self publish, quarry literary agents to try and get published, or shelf the project and begin working on something else. Though after 3 years of work it would be pretty lame to throw it away by shelving it.That said, publication is worthy of it's own thread with how complicated that can be. Just focus on editing for now.
