I don't see any irony here, except for the fact that the average russian city looks worse than some bumfuck village in donbas that's been under shelling for the past 4 years.
I'd say they haven't bothered to repair anything since the nazi invasion, but I bet the germans never even made it that far.

An update with a bit more information on the tactics involved in tunnel fighting.The pipes are around 1m round, Ukies are using little dolleys or skateboard things to move both people and supplies, I think they're on ropes too.Contact is pretty common, sometimes enemy cut into the pipe somewhere but that can be heard.
However the contact happens, it's mostly about barricades, sandbags etc. Then you push a machinegun through it and open fire.
