Is it time to give up on the doctrine of a strategic victory from the air and bring the air force back into the army? Since its inception as an independent armed service nearly 80 years ago: the emphasis on using air power against enemy homelands, despite the fact that few strategic bombing campaigns have achieved victory on their own and the most stunning victories have been delivered in support of the army and navy. >The first post-World War II effort to achieve the goal of “bombing to win” during the Korean War when Pyongyang was flattened but that conflict ended in a draw. >More bomb tonnage fell on North Vietnam than Nazi Germany. Yet the Vietnam War ended in defeat. >The shock-and-awe bombings, first in 1991 then again in 2003, did little to aid the advance of the invading ground forces, which were manoeuvring quite well largely on their own. And in that second war with Iraq, strategic air power utterly failed to prevent the rise of nettlesome terrorist and insurgent campaigns that ran on for years. >And in 2001 the Taliban held out during weeks of U.S. strategic bombing. It was only when air power was at last repurposed from targeting Afghanistan’s sparse infrastructure to providing close support to the Green Beret-led teams of friendly local fighters that the Taliban were toppled. Even the seeming successes of American strategic air power are not absolute. For example, the 78-day bombing campaign against Serbia in 1999 did contribute to the willingness of Slobodan Milosevic to withdraw his troops from Kosovo. But the actual damage done to concealed Serbian ground forces was negligible. There just seems to be a gap in what an independent air force branch offers to what it delivers, it's like a mule with a spinning wheel.

You should argue this point from a harder position. He withdrew because Moscow and China told him to and told him they weren't going to give him military support. And why did they do that? Diplomatic threats, not air power. The claims of air power niggers never stand up to even mild scrutiny even when they're making them about an unimportant yuropoor peacekeeping mission in the 90s - you shouldn't give them even an inch or the next thing you know they'll literally use F15s blowing up haystacks in Yugoslavia as evidence that the Air Force shouldn't do CAS properly.

The issue is that asymetric warfare against a people that fundamentally hates you on his own ground can only really be won by wiping said people from the face of the Earth, and that requires means and a level of violence that the US is not willing to commit.Bombings and missiles are really effective on a tactical level but are not enough to achieve strategic victory.
