the US navy has a bigger airforce than most countries and even assuming US fighter jets wouldn't shoot down the bombers, most countries don't have the capacity to get a bomber to the US in the first place. the US is one of the only countries with strategic bombers with that kind of range

Attacking first removes any victories and benefits the weak party in the conflict could gain from it.
The ability to pretend to be a victim, gain international political recognition and acceptance as such, and support from others, justified on that notion, can't be pushed for if you are the offending party.You can NOT defeat the United States in open, conventional conflict. You have to take a more Maoist perspective on it, and create conditions for defeat in places outside of the military itself. See Vietnam, Afghanistan.

Attacking first and getting retaliated can completly fuck up a movement or ideal as you are not only the aggressor, but the loser too. Waiting to get bombed first means you are now the defender, and it helps with convincing other to join
