Some part deep in with mountains was too hard for Ottoman to conquer and not really worth it, so there was a Serb polity there that became a clerical state ran by prince bishops who started a dynasty and later joined in on fighting Ottomans in Balkan Wars. By WWI it was an independent kingdom, but with the formation of Kingdom of Yugoslavia, they had to drop their own dynastic family and accept Serbia's dynastic family and a singular state and this didn't really sit well with all of them ("the Greens") as some wanted a confederate state in which Montenegro is autonomous and keeps the dynastic family they had. There was a short unsuccessful rebellion too. So a strong regionalist identity stuck around, with fascist Italians supporting it along with the Greens, and later on communists additionally supporting the full formation of a national Montenegrin identity and an autocephalous Montenegrin Church.

Montenegro exists as country because of greed from local elites. They make an agreement with NATO in 1990: no attacks in Montenegro in exchange of cut political ties with Serbia. As economic compensation, Montenegro gets faster access to UE.

Serbian historians whine that the Croats are to blame for everything, that we managed to impose some other and non-Serbian identity on the Montenegrins. Realistically, it is a huge success, especially since it can be easily proven that Montenegrins are to blame for the bad blood between Croats and Serbs. All key Serbian ideologues and war criminals are from Montenegro. Croats usually believe that central Serbia under the Danube is the true heart of darkness, but this is not true.
