Ask the artist for how long they have been drawing.

I depends of your level of retardation. I see that you like japanese stuff and shit. You're just on your way. Probably by 5 months you got it.

There is now answer. Could you do it in 4-5 years? Maybe. Could you do it in one year? Maybe. It's literally impossible to say with any certainty. Some things just "click" for some people (talent), and everybody does indeed have different skill ceilings. You might find yourself improving rapidly for a while, sky seeming to be the limit, then a few years later look back and see that you haven't really improved at all, in fact you might even see areas where your skill has regressed. Some people can go from prebeg to pro in a couple years. Some hit high beg and just stay there. Some hit int and stay there. Art isn't inherently special, it's a combination of talent and effort, with everybody having a limit, and sometimes that limit might not be as high as they want, and/or the effort required for them to hit that limit might be much greater than they can commit in any reasonable amount of time. Of course keep drawing and striving, but who knows how long it might take you to reach a certain technical skill level, and even if you do reach a comparable skill, that doesn't mean that your art will necessarily have the same inherent appeal as your benchmark artist/piece.
