This guy was like me back when I was in the 2-3 years of drawing, when I decided to 'draw seriously'. He's not really gonna accomplish anything if all he did is practice. He has to pick up a project that'll make use of everything he knows up to that point, finish those projects in about a day. Then move on and draw something else, and then try something new. Keep on drawing the same stuff without trying something new or taking a step back and just relax for a bit could take you somewhere but it'll just take long ass time.

People think to draw well you need to have perfect construction and follow it exactly, like construction is the main ingredient a dish that is a drawing. But the truth is all you need is Form and observation. construction is just one way to achieve form but it doesn't make your drawings good. He needs to ditch the construction and keep it all in his mind while he directly draws and copies.
