If you're here, at /ic/, then it can be assumed you have access to everything you need. Nothing useful can be said to you. Most people who CAN get good just need to hear that it's POSSIBLE to get good outside of a structured academic setting, and to be pointed to resources.
The problem is, overwhelmingly, most people can't self-direct in the arts. Artists take it for granted that people like drawing as they do, and can figure out how to solve creative problems. They assume if the interest is there - genuine interest - the skill will follow with time and practice. Just draw.The fact of the matter is, no, you're not supposed to draw lines and boxes and other stupid shit, or abstractly practice "fundamentals," until it's okay to "start." You start, and then figure out if you personally want to draw lines and boxes and other stupid shit and you practice "fundamentals" on the job. Most people need to purchase a course or hoard tutorials, hoping that a financial commitment or a cache of knowledge will spark real interest. Figure out if you're like most people.
