Because it's true. Japanese soldiers proudly posed for the cameras while being in the process of murdering civilians. There's even the story of two officers betting on who would be the first to behead 100 Chinese, and Japanese newspapers reported on it like on some sporting event, keeping track of the score and everything. They didn't hide their depravity like at all.Germany in the other hand knew that what it was doing was immoral and would be condemned by basically the entire globe, hence why they rushed to destroy evidence once their armies started to lose ground. They reopened mass graves to burn the bodies, relocated entire camp populations in death marches, and once the war was in its final phase, every higher-up and his secretary scrambled to get forged passports and GTFO. Even in the early years of the war, when everything looked like Germany would be victorious, they already used euphemisms like "euthanasia", "evacuation" and the like, because they knew their own population would riot should the truth ever come out.
